Balikpapan, April 10, 2023 - The Downstream Oil & Gas Regulatory Agency (BPH Migas) conducted a working visit to two Pertamina units in Balikpapan City. This visit was carried out to monitor fuel supply during Ramadan and ahead of Eid al-Fitr 1444 H. The two units visited were the Balikpapan Refinery Unit and the Balikpapan Integrated Terminal (Friday, 07/04).
Present at the visit were BPH Migas Committee Members, Iwan Prasetya Adi and Eman Salman Arief. The visit was accepted by General Manager (GM) of PT Kilang Pertamina Internasional (KPI) Balikpapan Unit, Arafat Bayu Nugroho, and the Executive General Manager (EGM) of PT Pertamina Patra Niaga (PPN) Regional Kalimantan, M. Taufiq Setyawan.
During this working visit, BPH Migas observed the Balikpapan Unit's refinery condition and readiness to supply fuel during Ramadan and ahead of Eid al-Fitr 1444 H. Moreover, PT PPN Regional Kalimantan also expressed its readiness to support fuel distribution during Ramadan and ahead of Eid al-Fitr 1444 H. The working visit then continued with a site visit to the refinery in the development project, the Refinery Control Center Room (RPPK), as well as the Balikpapan Integrated Terminal.
BPH Migas Committee Member, Iwan Prasetya Adi in his speech said that the BPH Migas team's presence on this visit was to obtain an overview of the process carried out by PT KPI Balikpapan Unit.
"One of BPH Migas' tasks is to regulate fuel distribution throughout Indonesia, including processing, transportation, storage, and trading activities. Our presence here is to gain insight into processing activities," said Iwan.
Iwan also hopes that fuel supply provision, especially for the East Kalimantan region, can run smoothly and safely under control. "We hope there will be no problems with this activity. Even though the HSSE and SOP are structured, there is also bad luck. Therefore, we pray that unwanted things do not happen," said Iwan.
Responding to this, PT KPI Unit Balikpapan GM Arafat Bayu Nugroho explained that the operational processes carried out at the Balikpapan refinery were always well managed to anticipate unwanted events.
"The operational process in this refinery is filled with equipment closely related to chemicals. Thus, it must be managed properly. We have presented an accelerated preventive response program to anticipate unwanted things to happen," said Bayu.
Meanwhile, the EGM of PT PPN Regional Kalimantan, M. Taufiq Setyawan, explained that PT PPN Regional Kalimantan is carrying out Ramadhan and Eid Al-Fitr Task Force (Satgas), starting from April 1, 2023, to May 2, 2023.
"Currently, the Kalimantan Region is carrying out the RAFI Task Force, and we have energy service pillars to ensure that fuel stocks in Kalimantan are sufficient. Apart from that, preparations for the Rumah Pertamina Siaga are also being carried out, especially on the toll road and at several points where there will be a concentration of movement of activities during Eid al-Fitr," explained Taufiq.
Taufiq added that this distribution activity cannot be separated from paying attention to safety aspects for the smooth fuel supply in Kalimantan. "To increase awareness from a safety point of view, checking the condition of the infrastructure and HSSE equipment is carried out on the vehicles used to distribute fuel," stated Taufiq.**
