PRE-QUALIFICATION ANNOUNCEMENT

TENDERS FOR TPPI OLEFIN COMPLEX DEVELOPMENT PROJECT
No. 002/DBC-OCDP/2020

PT PERTAMINA (Persero) intends to hold tenders of TPPI Olefin Complex Development Project (hereinafter referred to as “Project”) with Design Build Competition (“DBC”) strategy with the following activities: 

1. Technology Selection (TS), and
2. Basic Engineering Design (BED), and
3. Front End Engineering Design (FEED), and
4. Engineering, Procurement and Construction (“EPC”)

To realize the above-mentioned Project, PT Pertamina (Persero) c.q Team Tenders of TPPI Olefin Complex Development Project intends to conduct Prequalification (PQ) against the EPC Contractors in Consortium form (hereinafter referred to as “Consortium”) which has knowledge, expertise, technical qualification, experience and financial capability in the similar project.

The Prequalification Process is referring to Pertamina internal procedure of Pedoman Pengadaan Pekerjaan Konstruksi Terintegrasi Proyek Kilang Pengolahan dan/atau Petrokimia No. A05-001/V10200/2020-S9 Revisi ke-0 dated 18 Februari 2020.

1. PROJECT INFORMATION
   • Project Tittle       : TPPI Olefin Complex Development Project
   • Location             : Trans Pacific Petrochemical Indotama (TPPI) Remen, Tasikharjo, Tuban, East                              Java - Indonesia
   • Project Scope :
     1. Build Unit Process as follows:
        • Olefin Cracker with capacity: 1000 KTA
        • HDPE/LLDPE with capacity: 700 KTA
        • LDPE with capacity: 300 KTA
        • PP/HIPP with capacity 600 KTA
     2. Utilities & Offsite Battery Limit (OSBL)
        • Air System, Water System, Steam & Power System
        • Tanks Farm
        • Piping Interconnection
     3. Flare System
     4. Loading & Unloading Facilities
        
        

2. PREQUALIFICATION PARTICIPANT
   Companies which intent to participate in PQ shall form Consortium. Consortium shall consist Consortium Leader and Members. Consortium member shall be at least one Domestic Company³.

Incase Consortium Leader doesn’t have project experience for Olefin Cracker FEED work, Consortium shall have member which is having FEED project experience for Olefin Cracker.   All the EPC project and the FEED project experiences above shall use one of the following Olefin Cracker Licensor: KBR or Lummus or Technip.    ¹ Shall be provided with copy of project contract and/or handover certificate (for completed project)
   ² Audited financial statement year 2018.
   ³ Domestic company    : 100% share owned by Indonesian or Indonesia Government.
    ⁴ National company      : share not fully 100% owned by Indonesian or Indonesia Government.

   
   
4. PQ PROCESS STAGE
   
   1. Individual Company (not in consortium) can register PQ by fill-in the registration form and uploading the required documents through the Pertamina website: https://apps.pertamina.com/rpms/proc?projectId=tbn_ocd starting on February 21, 2020 at 08:00 am untill 27 February 2020 at 04:00 pm (Jakarta Local Time)
   2. Document shall be uploaded into Pertamina Aconex system as follows:
      1. All document required in Point III above.
      2. Statement letter signed by Director of the Company that stating:
         1. The Company is not under the supervision of a court or legal institution, not bankrupt, not being suspended business activities, and / or Directors of the Company authorized to sign contracts or their proxies are not serving a sentence (penalty) offense;
         2. The Company is not in dispute either inside or outside the court / Alternative Dispute Resolution with PT Pertamina (Persero);
         3. Directors of the Company authorized to sign contracts or their proxies have not been convicted by a judgment of the actions related to company performance or individual professional on procurement of goods / services;
         4. Not being exposed to the auction and participate restrictions (include, but not limited to complete project or on-going project in delay) or not included in the list of sanctioned in PT Pertamina (Persero);
         5. Provide Power of Attorney to [name of PIC] equipped with email address as on behalf of the Company to handle PQ and tenders process.
      3. Company which has met PQ registration requirements can download PQ Document through Pertamina Aconex System.
         
         
5. OTHER INFORMATIONS
   1. Company that met PQ registration requirements is required to submit an original statement letter as stated on point IV.2b during PQ explanation meeting.
   2. Company is required to show original document if requested by Team Tenders.
   3. The result of PQ registration will be informed to each Company through Pertamina Aconex System
