Lawe-Lawe Facilities RDMP RU V-Balikpapan

PT Pertamina (Persero) will hold Pre-qualification (PQ), in accordance with SK Direksi Pertamina No. Kpts-043/C00000/2015-S0 dated 8th October 2015 and/or its amendment of Sistem & Tata Kerja Pengadaan Barang/Jasa at PT Pertamina (Persero), as follows:
I. PROJECT INFORMATIONS :
- Project Tittle : EPC Lawe-Lawe Facilities RDMP RU V-Balikpapan.
- Location : Lawe-Lawe, Refinery Unit V - Balikpapan, East Kalimantan, Indonesia.
- Project Scope :
EPC for the following process unit / facilities:
1. Unloading crude facilities:
a. Single Point Mooring System & PLEM – 320,000 DWT
b. 52” OD Pipeline (Offshore from PLEM to Tanjung Jumlai & onshore pipeline Tanjung Jumlai to Pig receiver facility)
2. Onshore facilities:
- Crude Storage Tanks, Blending/Mixing & Handling: Two (2) new unit crude storage tanks @ 1000 MB. (Unit 420)
- Raw & water treatment unit (Unit 432)
- Power & steam generation unit (Unit 431)
- Instrument & plant air unit (Unit 435)
- Fire protection system (Unit 433)
- Drainage system (Unit 434)
- Waste Water Treatment Plant (WWTP) (Unit 434)
- Piping system
- Integrated Control & Safety System (ICSS) for Existing & New Facility
3. Transfer Line facility:
20 inch pipeline (Onshore from Lawe-Lawe terminal to Panajam terminal include pigging system and offshore from Panajam terminal to Balikpapan refinery include pigging system)
II. PQ PARTICIPANT :
Companies who intent to participate in PQ shall form Consortium or Joint Operation (JO). Consortium or Joint Operation shall appoint one of members as the Leader of Consortium / JO and at least 1 (one) Domestic Company as member. Consortium / JO shall have experiences:
- Installation Submarine Pipeline (SPL); and
- Installation Single Point Mooring (SPM) or Mooring Tower System; and
- Having owned barge or having supporting letter from owner of barge; and
- Built Crude Oil or Crude Oil products or LPG or LNG Tankage
that shall meet requirements set out in PQ Document which the following:

Having project experiences outside Company’s home country* as leader of consortium or single contractor within 15 years since 2002 for EPC installation: · SPL with OD = min. 32 inch, length = min. 10 km, depth = min. 20 m; and · SPM or mooring tower system with capacity min. 250,000 DWT; and Having owned or supporting letter from owner of barge5) with min. spec.: · Tensioner capacity 120 MT min. number of tensioner is 2 Ea. · Tensioner Pipe size capacity min. 60” OD (including coating) · Mooring system 8-pt anchors · Crane capacity min. 250 MT

Having project experience within 15 years since 2002 for EPC Crude or product (premium or diesel or kerosene or avtur) or LPG or LNG Tankage Project with capacity min. 600 MB per tank.

1 Shall be proved by copy of contract and handover certificate.
2 Audited financial statement year 2017.
3 Domestic company : 100% share owned by Indonesian or Indonesia Government.
4 National company : share not fully 100% owned by Indonesian or Indonesia Government.
5 Shall be proven by copy of ownership evidence.
6 Mandatory if Leader is National or Overseas Company, Optional if Leader is Domestic Company
7 Mandatory if Leader or other member has no experience in above tankage project, Optional if leader or other member has this experience

*) Statement letter signed by Director of the Company that stating :
- The Company is not under the supervision of a court or legal institution, not bankrupt, not being suspended business activities, and / or Directors of the Company authorized to sign contracts or their proxies are not serving a sentence (penalty) offense;
- The Company is not in dispute either inside or outside the court / Alternative Dispute Resolution with PT Pertamina (Persero);
- Directors of the Company authorized to sign contracts or their proxies have not been convicted by a judgment of the actions related to company performance or individual professional on procurement of goods / services;
- Not being exposed to the auction and participate restrictions (include, but not limited to complete project or on-going project in delay) or not included in the list of sanctioned companies pursuant to SK Direksi Pertamina No. Kpts-043/C00000/2015-S0 dated 8th October 2015 and / or its amendment;
- Companies in different consortium are not having affiliation that have same majority shareholders / majority share owners or same member of Board Director or Commissioner, except for State Owned Companies (BUMN).
